Paragraph 2 asks for machine-readable marking without naming a format, and paragraph 4 asks for disclosure without naming a form. This paragraph is the regulation's own answer to the gap: codes of practice are the instrument meant to carry the specifics that the article does not.

For a reader trying to work out what to implement, that makes this the paragraph to watch rather than the paragraph to act on. Nothing here imposes a duty on a generator or a production; it describes where a more concrete answer is expected to come from.

The value of tracking a paragraph that binds nobody is that it marks the boundary of what can currently be known. Where a code of practice exists, a reader can align to something specific. Where one does not, the honest statement is that the specifics are not published, and that no amount of reading the article harder will produce them.

This entry will change when there is a text to quote. Until then it records the mechanism and the fact that the detail it is meant to carry has not arrived.
