What changes when a vendor names a standard
A vendor can describe a mark in its own words or name a published format. The second is what makes a file readable by somebody with no relationship to whoever made it, which is the property the clause reaches for. As of 2026-09-12.
| Point | Where it sits | What the record holds |
|---|---|---|
| A named specification | Four entries | The same published provenance format in each case |
| A public place to read it | Two entries | A verification site, and publicly available tools |
| A described mechanism with no format named | Three entries | An embedded signal, readable by whoever wrote it |
Inclusion rule. Entries naming a published specification for the mark they describe. A mechanism described without a named format is listed separately. Order. Named formats first, then unnamed mechanisms.
1A format is the part that travels
Nothing about a published manifest format belongs to the vendor writing it. Anybody can build a reader, several have, and a file can be checked by somebody with no connection to whoever produced it.
That is what interoperability means in practice, and it arrives from the specification rather than from the company. It is the one quality in the marking paragraph a single vendor cannot manufacture alone.
2Naming a format does not settle coverage
Four entries use the same specification and bound their claims completely differently: all assets, a version boundary, a set of features, and outputs generally. Format and coverage are separate questions.
So a reader who has learned to open one file has learned to open all four, and has learned nothing about which files carry a manifest at all. Both rows exist on every one of those entries.
3An unnamed mechanism can still be the right choice
Three entries describe an embedded signal without naming any specification, and for two of them the medium is audio, where no comparable public format is in play. The mark is readable by whoever wrote it.
Read against the clause that is a narrower position, and it is not a worse engineering decision. An embedded signal survives the container rebuild that destroys every manifest in this record.
