Inclusion rule. Two entries whose published answers to one column pull in different directions. Cells hold each vendor's own wording from the page its entry names; pairs that agree on the column are not filed at all. Order. Fixed order, and the two columns are in the order the heading gives them.

1No removal documented is not the same as no removal

The cell records what the pages say. A signal designed to survive cropping and compression is not designed to survive a deliberate attempt at removal, and nothing published addresses that case.

The register keeps the distinction because an empty cell and a documented absence look identical in a table. Here the absence is documented, and it is an absence of an offered route rather than a claim about difficulty.

2A mark nobody sells the removal of behaves differently

Where removal is a product, the state of a file follows a commercial decision and can be read off an invoice. Where no route exists, every file from that system is in the same state, and there is nothing to record.

That uniformity is the more useful property for anybody trying to describe a library. It is also the property a client occasionally will not accept, which is why the other arrangement exists.

3The two marks answer different paragraphs

An invisible signal speaks to the duty on whoever built the system. A visible mark speaks to the duty on whoever publishes. Comparing their removal routes compares two different obligations.

The pair is filed because that is the point: a reader looking for whether marking can be bought away has to ask which layer they mean, and the answer here is opposite for the two layers.
