Two of the entries in this record let a user turn the visible mark off inside the product. This one does not: the mark goes when the plan changes, and there is no described route to remove it at any lower tier. From the reader's side that is a simpler arrangement to reason about, because the state of any given file is determined by what was paid at the time it was produced.
It also puts the decision one level up from whoever is operating the tool. A production assistant on the entry plan cannot remove the mark by accident, and cannot remove it deliberately either. Where an organisation wants marking to be a policy rather than a habit, that property is worth noticing, and it arrives here as a side effect of packaging rather than as a stated intent.

Nothing on the page describes a provenance standard, a metadata field, or any signal travelling with the file. The machine-readable row therefore records no documentation rather than an absence of marking: a vendor may well write something into the container without saying so, and this record does not guess in either direction.
Nor is there a stated reason for the visible mark. Every other entry that describes one gives at least a sentence about why it is there; here the mark is inferable only from what removing it costs. That is enough to record the fact and not enough to record a purpose, so the purpose column stays empty.
