1A published method is the widest reading route of all, in principle

Nothing restricts who may implement a scheme described in a paper. That is a wider route than any product offers, and it is wide in a different sense: available to anybody willing to build it rather than to anybody holding a file.

Those are not the same kind of availability. A platform with engineers can use this; a journalist with a clip cannot, unless somebody has already turned the method into a service they can reach.

2Imperceptibility and detectability pull against each other

A stronger mark is easier to find and easier to hear. The publication describes a perceptual loss drawn from auditory masking, which is an attempt to buy detection without spending audible quality.

Any claim in this area is a trade-off report rather than a fact about the world, and it holds on the material it was measured on. The cell records what the paper presents and does not generalise it to speech in a mix.

3Where the codes-of-practice paragraph comes in

The article asks the Commission to encourage codes of practice on detection, marking and labelling, and allows an implementing act if a code proves inadequate. That is the regulation conceding it has not specified the technical layer.

A published scheme with a released detector is the sort of material such a code would draw on. Recording it here is not a claim that it will be, and no page in this record says anything about the codes themselves.
