1A switch is faster to move and harder to account for

Buying a plan leaves a record somebody can find later. Flicking a switch leaves whatever the product chooses to log, and a production asked months afterwards why a file was unmarked has nothing external to point at.

That is not an argument for pricing the mark instead. It is an argument for noting the setting at delivery, which takes a moment then and is usually impossible to reconstruct once interfaces and defaults have moved on.

2The stated reason is about avoiding a duplicate notice
