Inclusion rule. Two entries whose published answers to one column pull in different directions. Cells hold each vendor's own wording from the page its entry names; pairs that agree on the column are not filed at all. Order. Fixed order, and the two columns are in the order the heading gives them.

1An in-house check answers the vendor's questions

Enforcement of terms, investigation of abuse, response to a complaint routed through the vendor: those are real uses, and all of them begin with somebody asking the vendor.

The case the clause has in mind begins elsewhere, with a file in front of somebody who has no relationship with whoever made it. For that reader an internal tool is a capability that is not available.

2Naming a destination costs a sentence and changes everything

Most provenance claims leave a reader to work out how to verify them. A named site turns a stated property into something a person can attempt in a minute, which is the difference between a claim and a check.

It also fixes the standard by implication, since only a specification with public readers has a site like that. The sentence carries interoperability without arguing for it.

3The same entry can be wide on one layer and narrow on another

The first of these two also names a published standard applied to all assets, which is readable by anyone who implements it. So its manifest layer does reach outside the vendor even though its detector does not.

Collapsing those into one verdict would lose both facts. The record keeps the reading route as its own row precisely so an entry can be honest about having two different answers.
