Three of the entries in this record reach their free-tier row the same way: the phrase that appears on the paid plans does not appear on the free one. That is real evidence and it is weaker than a sentence, because a plan table is a summary and summaries leave things out for reasons that have nothing to do with the subject a reader is researching.
This record keeps those rows as omissions rather than promoting them to statements. The practical effect is small when the reader is buying and larger when the reader is documenting: a production file that needs to show why a mark was or was not present wants a sentence, and on this vendor there is not one to cite.

3Neither half of Article 50 is addressed in its own terms
The provider duty in paragraph 2 concerns a machine-readable signal, and nothing on the pricing page describes one. The deployer duty in paragraph 4 concerns a disclosure to viewers, and the page describes a mark without ever framing it as a disclosure. Both rows are therefore recorded from inference about packaging rather than from the vendor's own account.
Saying so is the point of keeping these pages at one vendor each. A table can make sixteen entries look like sixteen comparable positions; a page has room to say that one of them is a policy, several are technical descriptions, and the rest are prices.
