How to record the thing a page does not say
A register that leaves gaps where it found nothing cannot be distinguished from a register that is simply incomplete. Writing silence out as a sentence costs space and is what makes the filled cells worth something. As of 2026-09-12.

Inclusion rule. The reasons a cell in a documentation-based register can be empty. Order. In the order they are usually mistaken for each other.
1Fixing the question before reading the page
A silence is only meaningful if the question predates the reading. Deciding what to look for after seeing what is there produces a register that records whatever vendors happened to write.
So the rows come first and the entries fill them. An entry that does not address a row leaves a visible gap instead of quietly dropping a line from its own table, and the gap is the finding.
2Two kinds of silence, and they are not equivalent
A commercial page skipping a technical subject had no reason to raise it. A permissive licence asking nothing of an operator is a document whose purpose is to ask as little as possible.
The first is an accident of audience; the second is a design decision with consequences. A register that files them in the same category is losing the more interesting of the two.
3Counting silences once rather than repeating them
Where many entries share the same unremarkable silence, giving each one a page produces a set of pages that all say nothing was published. That is one fact repeated, not many findings.
Counting it once on a column page and noting the exceptions individually keeps the record honest about how much it actually knows. Page count is not a measure of anything a reader wants.
4What a recorded silence does not license
It does not say a product lacks the property. Undocumented behaviour is real behaviour, and a mark nobody mentions may well be in every file.
What it is not is usable: nobody can cite it, plan around it or show it to somebody who is asking. A register records the state of the published record, which is a different thing from the state of the world.
