Hailuo and Kling AI on a per-call flag against a paid tier
One lever is exercised once per file by code. The other is exercised once per account by a purchase. The first can differ between two clips made an hour apart; the second cannot. As of 2026-09-12.

Inclusion rule. Two entries whose published answers to one column pull in different directions. Cells hold each vendor's own wording from the page its entry names; pairs that agree on the column are not filed at all. Order. Fixed order, and the two columns are in the order the heading gives them.
1Per-file control is the most flexible and least accountable
A production can mark some deliverables and not others, deliberately, at no cost. It can also do that by accident, and nothing in the vendor's records distinguishes the two cases afterwards.
An account-level lever cannot express that flexibility at all. Every file from the same period is in the same state, which is less useful and much easier to describe to somebody asking.
2The people holding the two levers rarely talk
A request parameter is set by whoever built the integration, often months before a first delivery. A membership is chosen by whoever holds the budget, usually without reference to what any file will carry.
Neither of those is the person publishing the result, and the disclosure duty lands on the publisher. This pair is the shortest way to see that the lever and the obligation sit at different desks.
3Both marks are described as something other than a disclosure
One is named after a labelling category from another jurisdiction. The other is called a brand watermark, which makes it a signature. Neither is framed against the paragraph this record reads them against.
That is worth stating because a mark in a corner reads the same either way. What it is for is only knowable from what the vendor calls it, and here the vendors call it two different things.
