1Why a public route is the one the clause is reaching for

The marking paragraph asks for solutions that are interoperable. A checking step anybody can perform is what that word means in practice, and it is the property a single vendor cannot manufacture alone.

Here the property comes from the specification rather than from the vendor: the credentials follow a published standard, and the tools that read it were built by other people. The vendor's contribution is writing them.

2Two routes for two layers

The entry also describes an invisible signal inside the picture with a vendor detector for it. That route is narrow in exactly the way the credential route is wide, and the two are recorded together for that reason.

Read as a design, that is a sensible pair: the wide route works when the container arrives intact, and the narrow one works when it does not. A reader gets one guaranteed answer only from the party that made the file.

3Dropping a file into a tool is easy and not sufficient

A positive result establishes what the manifest says. A negative result establishes nothing about the content, because a route that strips containers produces the same silence as a file nobody marked.

Which is why a reader checking a delivered asset learns most from checking the route rather than the file. The route is what determines the outcome, and it changes rarely once it is in place.
