Interoperability cannot be demonstrated by one company. What a company can offer instead is evidence that others are involved, and a founding date plus a membership figure is that evidence in its most compressed form.

It is also the weakest kind of number to rely on. Membership of an initiative is not the same as shipping software that reads a manifest, and the page does not claim it is. The cell records the figure and the year as published.

2Why a date matters as much as a count here

The initiative predates the clause by several years. That tells a reader the credential layer was not assembled in response to a transparency regime, which affects how much of it is likely to change if the regime does.

Long-lived specifications accumulate readers slowly and lose them slowly. A newer arrangement with a larger announced membership would be a weaker signal, and this record keeps the year so that comparison stays possible.

3What the coalition cannot do for a publisher

A large reading population helps a platform or an investigator. It does nothing for a viewer, who will not open a verification site, and this entry describes nothing in the frame for that viewer to notice.

So the reading route here is wide and the disclosure row is empty, which is the same shape as the other credential-first entries. The deployer's half of the article stays entirely with the deployer.
